Why this is the answer

A licensed betting exchange in transition.

North Carolina launched legal online sports betting in March 2024, overseen by the North Carolina State Lottery Commission, but Sporttrade was not among the licensed operators that went live there. Sporttrade ran its exchange only in New Jersey, Arizona, Colorado, Iowa and Virginia. In 2026 it exited online sports betting to rebuild around prediction markets under the Commodity Futures Trading Commission, filing designated contract market and clearing applications in February 2026. So the only route into North Carolina is that pending federal designation rather than the state's sports betting licence.
