Are prediction markets legal in Ukraine, and is there any route back?

A plain, dated guide to prediction market legality in Ukraine. The January 2026 order to block Polymarket alongside hundreds of gambling sites, the PlayCity recommendation behind it, the fact that Ukrainian law does not recognise prediction markets at all, and why there is no near term route to legal access. Information, not legal advice.

Quick answer

As of May 2026, Polymarket is blocked in Ukraine. In January 2026 Ukraine ordered internet providers to block it alongside around 200 gambling sites, on a recommendation from the state agency PlayCity, which found it operating without a licence. Ukrainian law does not recognise prediction markets at all, so there is no current route to legal real money access. Treat real money prediction venues as not available in Ukraine, and treat the block as a dated position that is unlikely to change soon.

A block and a gap

A licence rule, and no legal recognition.

01
Gambling law, a licence required
Any site offering gambling to Ukrainian users, including a prediction market, must hold a Ukrainian licence. Polymarket held none, which placed it among unlicensed operators.
02
No legal recognition
Ukrainian officials have said the law contains no concept of a prediction market, so these platforms default into the unlicensed gambling category rather than a regulated financial one.
03
The block
In January 2026 providers were ordered to block Polymarket and roughly 200 gambling sites, with bets on the war among the cited concerns. The block is in force as of May 2026.
04
What can change
Lawmakers are unlikely to redefine gambling or create a prediction market category during wartime, so the position may persist. We treat any change as something to verify rather than assume.

Availability is indicative and as of May 2026. Polymarket is blocked in Ukraine and the law recognises no prediction market category, so we do not point a Ukrainian reader to a real money venue. Reaching a blocked site through a workaround does not make participation lawful or safe.

Regulator and sources
Who to check.

The relevant body is PlayCity, the state agency for gambling and lotteries, whose recommendation led to the order blocking Polymarket. Under Ukrainian law any gambling site, including a prediction market, must hold a licence.

Officials have stated that Ukrainian legislation does not contain the concept of a prediction market, leaving these platforms in the unlicensed gambling category. Confirm the live position with PlayCity before acting. We never invent a citation, and where a position is contested we say so.

A note on risk,

Legal does not mean low risk, and a price is an implied probability, not a prediction. Prediction markets can lose you money. Stake only what you can afford to lose, never to chase a loss, and never on borrowed money. If it stops feeling like a free choice, step back and seek support from a national problem gambling helpline or your doctor.

FAQ

Ukraine, in short.

Are prediction markets legal in Ukraine?

As of May 2026, Polymarket is blocked in Ukraine and the law recognises no prediction market category. Ukraine ordered providers to block it in January 2026 on a finding that it operated without a licence. Real money prediction venues are not available. This is general information, not legal advice.

Why did Ukraine block Polymarket?

The state agency PlayCity found Polymarket operating without a licence, and it was blocked alongside around 200 gambling sites in January 2026. Bets on outcomes related to the war were among the concerns cited in the decision.

Who regulates gambling in Ukraine?

PlayCity, the state agency for gambling and lotteries, oversees licensing and recommended the block on Polymarket. Any gambling site offering services to Ukrainian users, including a prediction market, must hold a licence.

Is there a legal way to use Polymarket in Ukraine?

Not as of May 2026. The platform is blocked and Ukrainian law does not recognise prediction markets, so there is no licensing route. A workaround does not make participation lawful or protect your funds and recourse.

Is the block likely to change soon?

It is unlikely in the near term. Officials have indicated that redefining gambling or creating a prediction market category is improbable during wartime, so the deadlock may persist. Treat this as a dated snapshot and verify before relying on it.
