How the rules apply

Why Turkey says no.

Turkey runs one of the tighter gambling regimes in the region. Legal wagering is reserved for state controlled bodies. Spor Toto handles sports betting and Milli Piyango runs the national lottery. Private and offshore operators cannot be licensed to offer betting to people in Turkey, and unlicensed online gambling is prohibited. Prediction markets, which let people stake money on event outcomes, are not among the products a state body offers, so there is no lawful route for them.

Enforcement has intensified. In November 2025 the government published an action plan for 2025 and 2026 that zeroes in on illegal betting, games of chance, and gambling in virtual spaces. The financial crimes investigation board MASAK is leading the effort alongside the Ministry of Interior, the telecommunications authority BTK, and the Treasury and Justice ministries. The plan tracks money flows, shuts down illegal sites and apps, and tightens rules on gambling advertising and influencer promotion.

There is no separate public ruling that names Polymarket or Kalshi in Turkey. The legal basis is the existing prohibition on unlicensed online gambling, which the crackdown is enforcing more aggressively. Because no prediction market holds a Turkish licence, offering or accessing one runs against that prohibition. For a resident of Turkey the cautious reading is that prediction markets are not legally available, and that reaching one carries both legal and financial risk.
