Why did Kentucky name Robinhood?

Kentucky alleges that by offering Kalshi prediction market products, companies including Robinhood facilitated the distribution of unlicensed wagering products. Operators argue the Commodity Futures Trading Commission has exclusive jurisdiction over these contracts. A court has not resolved the question, so it remains contested.

What does House Bill 904 do?

House Bill 904 takes effect on 15 July 2026. It imposes a 14.25 percent excise tax on prediction market transaction fees, raises the sports betting age from 18 to 21, and bars licensed Kentucky sportsbooks from partnering with Kalshi or Polymarket. A coalition of operators has sued to block it, so its application is itself contested.
